Structured as a one-day learning and networking experience, the event is designed to explore how emotional intelligence, cultural resonance, and strategic storytelling can help brands build stronger connections with their audiences and navigate an increasingly fragmented marketplace.

Speaking at a recent press briefing in Kampala, Daniel Ochieng, Learning and Development Consultant and event host, described the summit as a timely platform for both reflection and reimagination.

In a show of industry-wide support, the summit has attracted participation from key players in media, advertising, manufacturing, and digital communications.

The government of Tanzania has commissioned the country’s first-ever explosives manufacturing plant as part of a strategic initiative to promote value addition, reduce import dependency, and strengthen key sectors such as mining.

The plant, operated by Solar Nitrochemicals Limited, was officially inaugurated on Sunday by the Minister for Minerals, Hon. Anthony Mavunde, in Kisarawe District, Coast Region.

Speaking at the commissioning ceremony, Minister Mavunde said the establishment of the facility marks a major milestone in Tanzania’s industrialisation journey, especially in supporting the mining sector, which is a key contributor to the national economy.

“This plant will significantly enhance mining operations across the country by providing reliable and locally manufactured explosives,” Mavunde said. “It is a reflection of the government’s commitment to creating a secure and enabling environment for investment while ensuring job creation and revenue growth.”

Tanzania’s annual demand for explosives is estimated at 26,000 tonnes and 10 million pieces. The new facility is projected to produce 22,000 tonnes and 15 million pieces annually—figures that are expected to not only meet domestic needs but also position Tanzania as an exporter to neighbouring countries.

Minister Mavunde underscored the government’s continued support for private sector investments that align with national development priorities, particularly those that drive industrialisation, technology transfer, and economic diversification.

The commissioning of Solar Nitrochemicals Limited is in line with Tanzania’s broader goals under the Third Five-Year Development Plan, which emphasises the growth of strategic industries and local manufacturing as drivers of sustainable development.

The plant’s operations are anticipated to stimulate further industrial growth, reduce foreign exchange expenditure on imported explosives, and enhance safety and efficiency within the mining sector.

Political tensions between Uganda and Kenya are set to escalate as members of the Patriotic League of Uganda (PLU) prepare to stage a demonstration at the Kenyan High Commission in Kampala next week.

The group is protesting what they describe as unfair and disrespectful media coverage of Chief of Defence Forces Gen Muhoozi Kainerugaba by the Kenyan press.

Gen Muhoozi, who also serves as chairman of PLU, a civic organization aligned with the ruling National Resistance Movement (NRM), has come under scrutiny in Kenya following a controversial feature in The Standard newspaper. The daily, in its Friday, February 28 edition, ran a front-page story titled “Four-Star Brat”, accompanied by multiple images of Muhoozi in full military uniform and an analysis of his social media activity.

Another publication, The Nairobian, reignited debate over long-standing political and personal controversies involving opposition leader Dr. Kizza Besigye, his wife Winnie Byanyima, and President Yoweri Museveni, further aggravating Muhoozi’s supporters.

Outraged by the coverage, Kasambya County MP and PLU general secretary David Kabanda announced that the group would take to the streets in protest next Wednesday. He accused Kenyan authorities of failing to rein in what he called a smear campaign against Muhoozi and Uganda’s leadership.

“PLU is organizing a powerful demonstration at the Kenyan High Commission next Wednesday. Last year, they burned our High Commission in Nairobi, and we chose not to retaliate. Now, one of their newspapers has insulted our PLU chairman, and we will respond with full force,” Kabanda declared.

The protest threat comes amid growing unrest in Kenya over the continued detention of Dr. Besigye, who was abducted from Nairobi in November in an operation that critics claim had the tacit approval of Kenyan authorities.

Initially charged before a military court with treachery and illegal possession of firearms, Besigye was later transferred to a civilian court following a Supreme Court ruling that barred military tribunals from trying civilians. He remains in custody at Luzira Prison, now facing fresh treason-related charges.

The rising tensions were further fueled by a cryptic social media post from Gen Muhoozi on Friday morning. Posting an image of Uganda House in Nairobi engulfed in flames—a reference to last year’s attack on the Ugandan mission during Kenya’s Gen-Z protests—Muhoozi simply wrote, “Uganda House in Nairobi, burning last year.” Though restrained in tone, the message carried an unmistakable warning.

Government officials loyal to Muhoozi swiftly echoed his sentiment. Youth and Children’s Affairs Minister Balaam Barugahara, a vocal supporter of the general, responded to the post by issuing a statement condemning what he described as disrespect toward Uganda’s leadership.

“We cannot allow continuous provocations against our country. Supreme Leader Muhoozi Kainerugaba, we stand with you. This level of disrespect must not be tolerated,” Barugahara said.

With emotions running high and calls for action growing louder, Uganda-Kenya relations could face renewed strain in the coming days. The planned demonstration, if carried out, could spark diplomatic repercussions, further testing the already delicate balance between the two neighboring nations.

According to organisers, this two-day workshop aims to unite business leaders, policymakers, and stakeholders from across the East African Community (EAC) to address challenges and opportunities within the regional trade in services sector.

Participants will collaborate to develop a Regional Services Policy Advocacy Agenda and establish sustainable mechanisms for ongoing policy dialogue.

Key Objectives of the Workshop:

Identify and address barriers within the EAC services trade sector.

Formulate a unified regional advocacy agenda to promote seamless services trade.

Establish institutionalized dialogue frameworks for continuous policy engagement.

Oscar Kamukama, a director at EABC and a key figure in the workshop’s preparations, emphasized the importance of this consultative meeting, stating:

“This workshop is a crucial step in ensuring that the private sector’s voice is heard in regional trade policymaking. By identifying challenges and proposing practical solutions, we can foster a more competitive and integrated EAC services market,” he said.

The workshop is scheduled from 8:00 AM to 4:00 PM EAT daily, with meals and refreshments provided.

Stakeholders from various industries—including aviation, construction, tourism, and professional services—are encouraged to attend and contribute to shaping policies that will drive economic growth and regional integration.

Rwanda has announced significant tax increases and new levies to bolster domestic revenue amid threats of aid suspension from Western nations over its alleged support for the M23 rebel group in the Democratic Republic of Congo (DRC).

The Ministry of Finance and Economic Planning detailed these fiscal measures in a policy reform note released on February 11, 2025.

Key Tax Reforms:

  • Excise Duty on Cosmetics and Beauty Products: A 15% tax on the cost, insurance, and freight (CIF) value of items such as makeup, body lotions, and hair products.
  • Fuel Levy: Transition from a fixed charge of 115 Rwandan Francs per liter to 15% of the CIF value to enhance funding for road maintenance.
  • Vehicle Registration Fees: Increased fees across all vehicle categories, including electric vehicles.
  • Gambling Tax Hike: The Gross Gambling Revenue (GGR) tax has risen from 13% to 40%, and withholding tax on winnings has increased from 15% to 25%.
  • Value-Added Tax (VAT) on Mobile Phones and ICT Equipment: Reintroduction of VAT after years of exemptions aimed at promoting digital penetration.
  • Tourism Levy: A new 3% levy on accommodation costs to support tourism investments.
  • Excise Duty Increases: Significant hikes on cigarettes (36%), beer (5%), and airtime (gradually rising to 15%).

These measures are part of Rwanda’s National Strategy for Transformation (NST2), which aims to achieve economic self-reliance and reduce dependence on foreign aid.

The United States, the United Kingdom, and the Netherlands have previously suspended or withheld aid to Rwanda due to concerns over its alleged support for M23 rebels in the DRC.

In 2012, the U.S. cut $200,000 in military aid to Rwanda over similar allegations.

Despite these challenges, Rwanda has been working to reduce its reliance on foreign aid by expanding its tax base and strengthening economic ties with non-Western partners, such as China and the United Arab Emirates.

Analysts note that Rwanda’s evolving stature as a political and economic player has diminished global leverage over its policies. The country’s strategic importance and contributions to international peacekeeping missions have made the international community more reluctant to exert pressure, despite ongoing conflicts in the DRC.

As Rwanda implements these tax reforms, the government aims to strengthen its fiscal position and maintain economic stability in the face of potential reductions in foreign aid.

Dar es Salaam, Tanzania Democratic Republic of Congo (DRC) President Félix Tshisekedi has opted out of a high-level summit bringing together leaders from the Southern African Development Community (SADC) and the East African Community (EAC) to address the worsening conflict in eastern DRC.

Instead, Prime Minister Judith Suminwa is representing the Congolese government at the meeting, which has drawn key regional heads of state, including South Africa’s Cyril Ramaphosa, Uganda’s Yoweri Museveni, and Rwanda’s Paul Kagame.

Tshisekedi’s absence follows his decision to skip a recent virtual EAC summit, where President Museveni had proposed direct negotiations between the DRC leader and other stakeholders, including representatives of the M23 rebel group.

The EAC has been urging Kinshasa to engage in dialogue with M23 in pursuit of a political resolution. However, Tshisekedi’s government maintains that the group is a terrorist organization backed by Rwanda, ruling out any talks with the rebels.

With M23 expanding its territorial control in eastern DRC—despite declaring a ceasefire—the situation remains highly volatile. The rebels have taken control of Goma and are reportedly advancing toward Bukavu.

Regional Reactions

Tshisekedi’s no-show could complicate diplomatic efforts, especially as regional leaders debate the role of external military forces in the conflict. South Africa has committed to reinforcing its troops in the DRC under the SAMIDRC peacekeeping mission, while Rwanda continues to oppose foreign military intervention.

“His absence suggests he is not fully convinced about the approach being taken,” a regional analyst observed. “By sending his prime minister, he is keeping a seat at the table but not actively leading the discussions.”

Ramaphosa has been advocating for the Luanda Process as the basis for peace talks, while Museveni continues to push for direct negotiations between Tshisekedi and M23—an idea Kinshasa has rejected outright.

With Kagame attending the summit, discussions are expected to be tense, particularly given Rwanda’s alleged involvement in the conflict.

Can the Summit Deliver Progress?

The absence of Tshisekedi raises doubts about whether the summit will yield a breakthrough. Any resolutions reached may lack immediate political backing from Kinshasa, limiting their effectiveness.

However, Prime Minister Suminwa’s participation signals that the DRC remains engaged in the talks, even if indirectly. Whether this engagement will lead to concrete steps toward de-escalation remains uncertain.

Over 1,000 United Nations staff, MONUSCO peacekeepers, and Congolese civilians have crossed to Uganda after being forcibly expelled from Goma by the M23 rebel group and Rwanda Defence Force (RDF).

The evacuees, including UN personnel, humanitarian workers, and Congolese government officials, crossed into Uganda through the Katuna and Kyanika border points in an extensive, heavily guarded convoy. 

Their ultimate destination is Entebbe International Airport, where they are scheduled to be flown to Kinshasa and other secure locations amid fears of further violence.

The mass exodus comes just days after M23 and RDF forces seized control of Goma, the largest city in eastern DRC, marking a significant blow to the Congolese government’s authority in the region.

Eyewitnesses described a “long, winding convoy” of buses carrying both international staff and Congolese nationals, stretching several kilometres as it crossed into Uganda.

“We have never seen anything like this,” said a Ugandan border official at Katuna.

“The convoy was massive—filled with UN staff, aid workers, and Congolese officials with their families. Many of them looked exhausted and terrified.”

The convoy is now en route to Entebbe under the protection of Ugandan security forces and UN escorts as fears mount that the conflict could spill over into neighbouring countries.

This forced expulsion highlights M23’s growing confidence and control in the region, as they not only challenge the Congolese government’s authority but also openly defy international organizations.

Before the latest offensive, more than 800,000 people in North Kivu and South Kivu were already dependent on humanitarian assistance. Now, with key personnel gone, the situation is rapidly deteriorating.

Vivian van de Perre, Deputy Head of the UN Stabilization Mission in the DRC (MONUSCO), provided a detailed briefing from Goma, highlighting the dire humanitarian situation and the need for “urgent and coordinated international action”.

The UN has called for immediate humanitarian access to the affected areas, urging all parties to cease hostilities and allow aid workers to return.

The crisis has triggered widespread condemnation from the international community.

The United Kingdom, in a strongly worded statement, demanded the immediate withdrawal of RDF forces from Congolese territory and warned Rwanda that further military aggression could provoke serious diplomatic repercussions.

“The occupation of Goma and the expulsion of UN staff represent an unacceptable breach of the DRC’s sovereignty,” the UK Foreign Office said. “We are considering all options, including a review of our support to Rwanda.”

Kinshasa, DRC – In a fiery national address on Thursday, Democratic Republic of Congo (DRC) President Félix Tshisekedi denounced what he called “foreign aggression” following the fall of Goma to M23 rebels, directly implicating Rwanda in the destabilization of the resource-rich eastern region.

Speaking from the capital, Kinshasa, Tshisekedi condemned Rwanda’s alleged role in backing the rebel group, labelling it a “flagrant breach of international law” and vowing a robust military counteroffensive to reclaim lost territories.

“We will not tolerate the violation of our sovereignty. Every inch of Congolese soil will be liberated,” he declared, rallying citizens to unite behind the nation’s armed forces.

The President’s speech came hours after M23 fighters seized control of Goma, a strategic city bordering Rwanda, escalating tensions in a conflict that has displaced over 1 million civilians since the group’s resurgence in 2021.

Tshisekedi appealed to the international community to “end its silence” and hold Rwanda accountable while urging Congolese diaspora communities to support the homeland’s defence efforts.

In response to the crisis, Tshisekedi unveiled sweeping measures to bolster national security, including increased military funding, enhanced logistical support for frontline troops, and urgent humanitarian aid for displaced populations.

He also temporarily reallocated government resources to prioritize the war effort, signalling a shift toward a wartime economy.

“Our resolve is unshakable. We will pursue these aggressors and their sponsors with every tool at our disposal,” Tshisekedi asserted, emphasizing his administration’s commitment to restoring peace.

The M23, a rebel faction reactivated in 2021 after nearly a decade of dormancy, has repeatedly denied ties to Rwanda. However, UN experts and Western governments have corroborated Kinshasa’s claims of Rwandan support, including troop deployments and arms supplies.

Below is Tshisekedi’s speech translated from French to English: 

These acts are not only an attack on the Republic but also an offence to the history and dignity of our people. In these difficult times, I call on you to show resilience and, above all, resistance.

In response to this situation, allow me to reassure you. A vigorous and coordinated response against these terrorists and their sponsors is underway.

Our valiant armed forces of the Democratic Republic of the Congo, symbols of courage and patriotism, are fully mobilized and ready to defend every inch of our territory.

I have personally convened and chaired crisis meetings with a small team from the government, the high military command, and an inter-institutional meeting to assess recent developments and determine the necessary actions to repel the aggressors and reclaim every part of our land.

To this end, on January 28, I appointed Major General Hébariste Somo Kakoulé as the military governor of North Kivu to strengthen the coordination of operations.

This is the struggle of an entire people, the fight for our Congolese identity, to bequeath a prosperous and peaceful country to future generations. 

Civilian support

To all our compatriots in every province, every city, every territory, and every village, as well as those in the diaspora, regardless of ethnic or political affiliation, let us unite our efforts. 

Let us provide unwavering moral and material support to our valiant soldiers. Let us mobilize as one to defend our sovereignty and safeguard our territorial integrity.

I am fully aware of the suffering of our compatriots fleeing the hostilities. The government has been instructed to activate the emergency humanitarian plan to assist the displaced. 

To you, residents of Goma and the surrounding areas, I deeply feel your pain, which is also mine. It pierces our hearts and souls as sons and daughters of the same nation. 

But in the face of this ordeal, I urge you to draw strength from the inner resilience that defines the greatness of the Congolese people. Resist with courage, remain constantly vigilant, and keep calm despite adversity.

Plans

Know that we have not remained inactive. Contingency plans have been prepared to ensure the protection of the civilian population and prevent any escalation of violence. 

Security measures have been strengthened to protect strategic areas, and we are working tirelessly to ensure the continued operation of essential services.

Chirimwami Death

I wish to pay solemn tribute to all those who have paid the ultimate price in this fight for our dignity and sovereignty. I have a solemn thought for Major General Peter Chirimwami Nkuba, military governor of North Kivu, who fell with weapons in hand.

 I bow in respect to the memory of all our soldiers and all the Wazalendo who perished on the battlefield. 

I also think of the soldiers from the Southern African Development Community mission, the SAMIDRC, who are fighting alongside us, the UN peacekeepers of MONUSCO who have sacrificed their lives for peace, as well as the countless civilians who have fallen victim to enemy barbarism. Their courage and sacrifice will never be forgotten, and we carry their torch with the firm determination to complete their noble fight.

Rwanda aggression

I now directly address the international community and the African Union. 

Rwanda continues to openly and unscrupulously violate the fundamental principles of the United Nations Charter and regional agreements. 

Worse, these actions occur in total impunity, with blatant disregard for international rules and the values these institutions are supposed to uphold. 

This arrogant attitude, which no longer even bothers to hide its pretences, is an unacceptable provocation against our sovereignty and regional stability.

The presence of thousands of Rwandan soldiers on our soil, their political, logistical, and military support for their M23 puppets, and their involvement in the illegal exploitation of our natural resources are leading us directly toward an escalation with unpredictable consequences that endanger the entire Great Lakes region.

Your silence and inaction in the face of the Kigali regime’s barbarism and the atrocities committed by its proxies on our territory are an affront not only to the Democratic Republic of Congo but also to the universal values of justice and peace. The Congolese people take note of this passivity, which borders on complicity.

Not bowing

Be assured of one thing: the Democratic Republic of Congo will neither allow itself to be humiliated nor crushed. We will fight, and we will triumph.

Congolese men and women, the situation is certainly grave, but our determination is even stronger. 

This critical moment offers us the opportunity to show the world what makes us strong—our unity, without which all our efforts would be in vain. 

I call on you to remain vigilant but not to succumb to hatred, division, or violence. I strongly condemn the acts of vandalism and looting that have targeted certain diplomatic missions accredited in the Democratic Republic of Congo, as well as private interests in Kinshasa. 

Riots

These irresponsible behaviours distort the legitimate expression of our anger in the face of the barbaric aggression imposed upon us and tarnish the peaceful demonstrations of support for our valiant armed forces, who fight with courage and dedication to defend our sovereignty.

Our commitment must remain firm and disciplined. We will win this war through our unity, our courage, and our sense of responsibility, not through blind violence and anarchy. This victory will only be possible if every Congolese person, wherever they are, fully understands the nature of our struggle.

I, therefore, call upon the entire nation—men and women, young and old, political actors, economic operators, civil society members, religious groups, artists, and athletes—to mobilize, to stand firmly behind our valiant armed forces, and to contribute in any way possible to the war effort.

Reduce expenditure 

I have instructed the government to implement strict measures to reduce institutional expenditures and the lifestyle of government officials so that the resources saved can be directly redirected to supporting our armed forces. 

In this national effort, I also call on the private sector to take responsibility and actively contribute to this common cause. Our soldiers are fighting heroically to defend our territorial integrity and sovereignty. They need our total support—morally, materially, and logistically.

To the Congolese youth, the pillar and hope of our nation, I urge you to respond massively to the call of the homeland. 

The time has come for you to rise, to put your energy and creativity at the service of the nation. We must strengthen our ranks, and every young Congolese person willing to defend their country has a place within our armed forces. 

Enlist massively in the army. You are the spearhead of our mission, and your mobilization is crucial for final victory.

To the brave people of North Kivu, South Kivu, and Ituri, you are the symbol of Congolese resilience, an inspiration for the entire nation. You are not alone in this ordeal. The entire Republic stands with you, united in hope and struggle. Together, we will face and overcome this challenge.

Wazalendo

To our valiant armed forces and the brave Wazalendo patriots, the true sentinels of national sovereignty, I pay my highest respects and, on behalf of the entire Republic, express our infinite gratitude and unwavering pride. 

Your bravery, discipline and unwavering commitment inspire and mobilize an entire people determined to defend its territory. Know that the Republic will never abandon you. Your fight is our fight, and your sacrifices will never be forgotten. You embody the honor of the Congolese nation.

To all my compatriots at home and in the diaspora, the Democratic Republic of Congo will not bow. The Democratic Republic of Congo will not retreat. I will never abandon you. I solemnly make this pledge.

The sun has not ceased to shine upon our homeland. Together, hand in hand, we will overcome this storm and usher in a new era of peace and prosperity for future generations.

A garrison military court in Lubero territory, North Kivu province, on Wednesday sentenced 13 soldiers of the Armed Forces of the Democratic Republic of Congo (FARDC) to death.

The court found them guilty of fleeing from the enemy, violation of instructions, desertion, dissipation of war munitions, and attempted rape.

The sentencing follows recent clashes between FARDC and the March 23 Movement (M23) rebels, which saw several military positions, including Mbingi, Alimbongo, Vutsumbiro, Matembe, and the Uhanga military camp, fall to the rebels.

During the fighting, soldiers were accused by residents of abandoning their posts before the arrival of M23 fighters. Allegations of looting and sexual harassment by FARDC personnel further marred the military\u2019s conduct.

Presiding judge Byamungu Munanira of the Butembo garrison military tribunal stated that the convicted soldiers had committed acts of murder, pillaging during a state of siege, and cowardice.

In addition to the death sentences, four soldiers received prison terms ranging from 1 to 10 years for crimes including dissipation of war munitions, violation of instructions, and theft. Six other soldiers were acquitted due to insufficient evidence, while the case against one soldier was sent back for further investigation.

Lieutenant Harris Kabundi Kabala, the public prosecutor, welcomed the ruling, calling it an educational measure to restore discipline within the army. “For more than three decades, the DRC has faced aggression from the M23 rebels. This trial serves as a reminder to soldiers to uphold discipline and honor their responsibilities on the battlefield,” he stated.

This is not the first instance of FARDC soldiers being penalized for abandoning their posts. In July 2024, 25 soldiers were sentenced to death after M23 rebels captured key areas including Kanyabayonga, Miriki, and Kayna. Similar cases were reported in February 2023 and October 2022, highlighting a recurring issue of desertion and misconduct within the army during conflict.

The ongoing conflict between the Congolese government and M23 rebels, led by Bertrand Bisimwa and Emmanuel Sultan Makenga, began in March 2022.

The insurgents, who now control significant parts of North Kivu province, have strengthened their position through an alliance with Corneille Nangaa Yobeluo, a former electoral commission leader.

The DRC government continues to accuse Rwanda of supporting the M23 rebels, a claim both Rwanda and the group deny. M23 asserts that its rebellion is driven by opposition to corruption, xenophobia, and discrimination within the Congolese leadership.

The conflict remains a significant challenge for the Congolese government, with repeated clashes displacing thousands and undermining stability in the region.
